Executed - Proposal 54: reclaim remaining funds and cancel the sablier stream paying butterfly-effect.eth

This proposal is a resubmission of Proposal 50. This proposal reclaims the remaining unstreamed funds back to Tornado Cash Governance and cancels the Sablier stream which currently pays butterfly-effect.eth according to Proposal 45 created at https://etherscan.io/address/0xc4217881856cA15c320B32A87F9ab3Ed17a5A9d0#code.
